The reality TV teen was AGAIN spotted driving irresponsibly on a L.A. freeway recently - showing a total disregard for other drivers, and breaking the law, by texting on her cellphone, Breaking Celebrity News is exclusively reporting.

It’s the second time in as many months an eyewitness has seen the Keeping Up With The Kardashians star acting recklessly behind the wheel of her $90,000 black Range Rover – a sweet sixteen birthday gift she received from her parents, Bruce and Kris Jenner.

And it begs the question, is she ready to be on the road?

“I was driving on the 405 freeway in the Calabasas area when I saw her Range Rover next to me in the other lane,” an eyewitness tells Breaking Celebrity News.

“It actually made me look over because I noticed the car was dangerously drifting towards my lane.
